Local Economic Impact Plan <br />Local Conditions <br />Overall Concerns <br />The Panel agreed that the applicant provided a <br />plan that adequately demonstrates how the <br />applicant will ensure that more than 50% of <br />dollar volume of professional services and <br />construction costs will be local to Lane County. <br />None. <br />Minority and Women Business Enterprises <br />Overall Concerns <br />The Panel agreed that the applicant provided a <br />plan that adequately describes how they will <br />provide an equitable opportunity for minority <br />and women business enterprises to compete for <br />development related contracts. <br />None. <br />Compliance with Laws <br />Overall Concerns <br />The Panel agreed that the applicant provided a <br />plan that adequately describes how they intend <br />to ensure that all parties involved, including <br />contractors and subcontractors, will comply with <br />wage, tax, and licensing laws. <br />None. <br /> <br />4. Moderate-Income Housing Contribution <br />Overall Concerns <br />The Panel agreed that the applicant plans to <br />meet the moderate-income housing contribution <br />requirement by paying the fee. They will also pay <br />this fee upfront, allowing for a 5% discount in the <br />total fee. <br />None. <br /> <br />5. Project Design and Compatibility <br />Overall Concerns <br />The Panel discussed the project’s overall design <br />elements and agreed that the applicant provided <br />a narrative and accompanying graphics that <br />adequately demonstrate how the project <br />addresses the basic design principles, including: <br />• Scale, form, and quality of building <br />• Mixture of project elements <br />• Relationship to the street and <br />surrounding uses <br /> <br />Although the application meets City <br />requirements for parking and circulation, several <br />panel members expressed particular concerns <br />about adequate parking given the removal of <br />available parking with the possible increased <br />demand for parking as a result of the <br />development. <br /> <br />The applicant’s plan for parking: they manage <br />500 spaces and will enhance enforcement of <br />October 17, 2018, Work Session – Item 2
