MINUTES – Eugene City Council September 26, 2018 Page 2 <br />Work Session <br />•Appreciate Chief Skinner for bringing specifics about how additional officers will bedeployed. Having that tactical information helps council explain to constituents whatdirection the police department is going. <br />•Very supportive of additional 9-1-1 call takers; the plan recognizes that with inadequatestaffing levels, employees get burned out which creates vacancies and then more burnout. <br />•In situations where there may not be a need or capacity for a sworn officer to respond toreports of burglaries or crimes not in-progress, there should be a customer service orientedresponse at a minimum. <br />•Appreciate the participation from police union leadership in being a part of this solution. <br />•Reminder that there will also be expenses associated with the upcoming shelter asks <br />•Hopeful that there will be robust attention given to the communication center because theyneed help. <br />MOTION: Councilor Clark, seconded by Councilor Taylor, moved to direct the City Manager to include in proposed Supplemental Budget #1 the $8.6 million bridge strategy and to immediately begin work on long-term funding strategies to be completed prior to February 1, 2019.
