Mayor Torrey said that his conversation with Congressman Peter DeFazio had assured him that adopting a <br />backup strategy for funding transportation infrastructure would not have an adverse affect on the provision <br />of federal funding and that it was understood that the City was only responding to a request from GSA, <br />rather than proposing alternative funding. He said that ODOT was not likely to step forward with funding <br />as long as federal funding was forthcoming. He said the question was how badly the City wanted the <br />courthouse. <br /> <br />Ms. Taylor said she would not support the motion because of the possibility of committing taxpayers. <br /> <br /> The motion as amended passed, 6:2; Ms. Bettman and Ms. Taylor opposed. <br /> <br />C.
