ECONOMIC DEVELOPMENT — <br />3.31 Public investment. Use public infrastructure investment and other <br />financial incentives in strategically prioritized locations— <br />downtown, neighborhood centers, key corridors, core commercial <br />areas, and employment and industrial areas —as a catalyst to foster <br />private development and site intensification to support <br />employment growth, economic competitiveness, and increased <br />access to opportunity. <br />Downtown, Key Corridors, and Core Commercial Areas —Policies in this <br />section support geographic areas of particular economic intensity. <br />3.32 Priority development areas. Promote redevelopment and reuse in <br />prioritized areas including downtown, key corridors, and core <br />commercial areas. <br />3.33 Urban economy. Promote downtown as a hub of creative, <br />entrepreneurial activity that can attract new investment and retain <br />and grow existing businesses that thrive in the urban environment. <br />3.34 Multifaceted, regional center. Strengthen downtown's role as a <br />destination and the functional center for government, business <br />and commerce, entertainment and the arts, and education in <br />Eugene and the Southern Willamette Valley. <br />3.35 Neighborhood vitality. Recognize the vital role of commercial <br />facilities that provide services and goods in complete, walkable <br />neighborhoods throughout the community.
