Introduction <br />Introduction <br />Overview <br />We envision Eugene as a city where future growth is in alignment with <br />the values of the community, supporting the health, wellbeing, and <br />prosperity of all community members. <br />The Envision Eugene Comprehensive Plan pursues this vision by guiding the <br />City in its land use planning for future growth within Eugene's urban <br />growth boundary. The policy direction in the Envision Eugene <br />Comprehensive Plan is based on the community's vision. It is intended to <br />address the needs and desires of Eugene's residents, as well as the <br />requirements of Oregon's Statewide Planning Goals. It is a state -mandated <br />land use plan, adopted by the City to serve as Eugene's city -specific <br />comprehensive land use plan. <br />Background <br />Prior to the adoption of the Envision Eugene Comprehensive Plan, the City <br />of Eugene (the City) addressed its comprehensive land use planning needs <br />through the regional Eugene -Springfield Metropolitan Area General Plan <br />(Metro Plan). Many of the Metro Plan policies were based on the fact that <br />Eugene and Springfield shared a single, regional urban growth boundary. <br />Envision Eugene Comprehensive Plan I July 2017 1-1 <br />
