Goals, Objectives and General Comments

· What are the Manager's most important strengths in performing his job?

Dennis hires good, competent people and appears to delegate well. He
understands the different roles that Council has; his office has and the
organization has and works hard to have each part of city government perform its
role effectively while not intruding on another's role.

· In what areas do you believe the Manager should improve his performance or skills?

Dennis, at times, becomes too defensive or loyal to staffs' recommendation or
position on an issue when the Council, community or neighborhood wants to
move in a different sometimes opposite direction. Examples include the River
Avenue improvement project, trade of the ½ block south of City Hall to the Shed.

Are there any specific goals and objectives you would like to set for the Manager for the
coming year?

Yes, the Council has been difficult and time consuming in setting goals and
objectives, when we do get on them and get and implementation plan proposed
ASAP.

While the cities public relations at the highest level are good, it could improve.

Do you have any additional comments about the Manager's performance over the past
year or expectations for the coming year?

On at least two occasions of which I am familiar, Dennis has impugned the
character of some well respected Eugene citizens in promoting or defending the
City (staffs') position. This manner of expression does not serve the City
Manager or the City well.
