Comments including examples of past performance to support your appraisal: 2. Good budget work this year. FY07 will be critical regarding Council's adopted strategic issues. 5. This is an ongoing challenge. I suspect sometimes the info is clear internally, but isn't disseminated to the media in a way that minimizes rumor and misconceptions. Dennis is very clear on the issues regarding budget management. He is very clear on the way Budget Committee and City Council decisions impact the bottom line. Additional Comments: This all seems to be handled really well. By the time the Council and Budget Committee completed the Budget Process the Budget reflected Council priorities for the Community which focuses primarily on Public Safety. I appreciate that the Manager's proposed budget fully funded our contribution to the Human Services Commission and some other baseline services that we have had to defend in past years. So all things considered the process had its positives and negatives. We tend to budget conservatively and I am supportive of that approach. The one financial criticism I would levy is that the Manager has a tendency to claim there is no money for a council action he does not support but when staff wants to pursue something they 17
