Hold members of the organization accountable for job performance, outcomes,
and actions. Look for ways to increase the expertise, enthusiasm, and creativity of
departments.

Respect and assertively implement policy direction from Council.

Keep track, and follow through.

Be pro-active in leveraging the city's best interest for large re-development
opportunities, like Ems stadium, Willard School, and the Fairgrounds. We need
space in the urban core for more housing and those sites are prime neighborhood
potential..

More openness - more information. Example: the legal contract was recently
extended for five years. I learned this only after asking a question prompted by a
constituent's inquiry. We have been told nothing about recruitment for a new
Planning Director.

Policy - the Manager should refrain from trying to influence policy. Such
attempts have been obvious in budget committee and in council meetings when
the trend is contrary to the Manager's expectations. This was especially evident
in recent discussions of the enterprise zone.

I think that the Manager shoUld run the organization in accordance with Council
policy - not making policy. He should keep the Council informed about
department workings, about changes and proposed changes. It would be desirable
to ask for opinions before making final decisions. For example - "I am thinking
about raising the fees for neighborhood associations receiving copies of
documents. What do you think?" This would be a question to be discussed in
open council meeting.

· Do you have any additional comments about the Manager's performance over the
past year or expectations for the coming year?

I am continued to be pleased with Dennis's overall performance. I am
confident that he will take the information from this process and use it to
continue striving for excellence as our City Manager.

I think Dennis has done a remarkable job. As a newcomer to this community,
he has managed to get to know us and we him. The leadership he has shown is
commendable. In these next few years, I am looking forward to working with
him.

I think Dennis has been great about letting us know things in advance, particularly
regarding all the police issues this year!

23
