Effective, Accountable Municipal Government
.... X F. Fair, Stable and Adequate Financial Resources

This last year has been one of transition. The former Mayor and two long-serving councilors
concluded their service to the city of Eugene in December and our new Mayor and two new
councilors joined incumbent and re-elected councilors in January. Despite the challenges and
opportunities presented by both continuity and change, this was a year of stability,
transformation and progress.

We focused our energies on ensuring a smooth and orderly transition for the council and the City
organization, honoring the service of those leaving the council and providing orientation and
support for new members on our governing body. We conducted a series of orientation sessions
for the Mayor and new councilors. We also held a facilitated retreat in February for the new
Mayor and 'City Council to update and clarify the council's Vision and Goal Statement and to
revise Council Goals.

The City Council also adopted the following eight priority issues for 2005-2006: launch
neighborhood initiative; conclude discussion on City Hall/Police building; facilitate the
development of a hospital in Eugene's central core; complete and consider Police Department

2
