Goals, Objectives and General Comments <br /> <br />· What are the Manager's most important strengths in performing his job? <br /> <br />He is energetic and personable. <br /> <br />· In what areas do you believe the Manager should improve his performance or skills? <br /> <br />I would like to see the City Manager establish his own authority over the organization. Until his <br />leadership is obvious it will be difficult to assess any progress. He appears to me to be more <br />accountable to the Management Team than to the council or the public. It seems as though <br />Dennis is captain of a ship that is on auto pilot. The course was set long ago and he just follows <br />the course previously determined. <br /> <br />I think it would be positive if options that were presented to council were designed to enlist <br />support from the broadest range of councilors, and therefore the community they represent. An <br />attempt to incorporate a range of underlying values and objectives instead catering to a slim <br />majority of votes would unify the council and ultimately the community. <br /> <br />· Are there any specific goals and objectives you would like to set for the Manager for the <br /> coming year? <br /> <br />Hold members of the organization accountable for job performance, outcomes, and actions. Look <br />for ways to increase the expertise, enthusiasm, and creativity of departments. <br />Respect and assertively implement policy direction from council. <br />Keep track, and follow through. <br />Be pro-active in leveraging the city's best interest for large re-development opportunities, like <br />Ems stadium, Willard School, and the Fairgrounds. We need space in the urban core for more <br />housing and those sites are prime neighborhood potential <br /> <br /> · Do you have any additional comments about the Manager's performance over the past <br /> year or expectations for the coming year? <br /> <br /> There is an issue that I think deserves to be emphasized. <br /> <br /> Last year we had a brand new Police Chief and his public statements, in conjunction with the <br /> City Manager's, were very reassuring to a community still reeling from the revelations of <br /> crimes committed from within the department. (At the time they were still "alleged.") The City <br /> Manager has consistently stated that he, and Chief Lehner, are awaiting the results of the Police <br /> Commission's deliberations for recommendations to improve the accountability and <br /> transparency of the Department's complaint and investigation process. <br /> <br /> The Commission has worked very hard, reaching out to the public, researching other <br /> <br /> 13 <br /> <br /> <br />
