EUGENE CITY COUNCIL <br />AGENDA ITEM SUMMARY <br /> <br /> Action: Interim Appointments to Human Rights Commission <br /> <br />Meeting Date: July 18, 2005 Agenda Item Number: 3 <br />Department: City Manager's Office Staff Contact: Mary Walston <br />www. eugene-or, gov Contact Telephone Number: 682-5406 <br /> <br />ISSUE STATEMENT <br />This is an action item to make two interim appointments to the Human Rights Commission. <br /> <br />BACKGROUND <br />When needed, interim appointments to boards, committees and commissions are made outside of the <br />regular annual recruitment process. In the past two months, two members of the Human Rights <br />Commission submitted their resignations. <br /> <br />Interim appointments for vacancies on the Human Rights Commission, unlike other advisory bodies, are <br />outlined in the Eugene City Code. Section 2.270 states "the council shall appoint, within 90 days of the <br />position becoming vacant, a person to complete the member's unexpired term from the non-commission <br />members of the commission's standing committees." <br /> <br />Notice of the two vacancies on the Human Rights Commission was provided to all members of standing <br />committees of the commission who were eligible to serve on the commission. Five current members of <br />the commission subcommittees indicated a desire to be considered for the vacancies. One of the persons <br />who indicated an interest did not submit updated or additional information. <br /> <br />RELATED CITY POLICIES <br />No policy issues are related directly to consideration of this resolution. <br /> <br />COUNCIL OPTIONS <br />The City Council can appoint make two interim appointments from the list of persons or can extend the <br />recruitment for the two vacancies. <br /> <br />CITY MANAGER'S RECOMMENDATION <br />The City Manager recommends making the selection for the two vacancies from the pool of five <br />applicants; no recommendation is offered on the specific candidates. <br /> <br /> L:\CMO\2005 Council Agendas\M050718\S0507183.doc <br /> <br /> <br />
