Branch <br />EN*"GINEERIN& <br />Since 1977 <br />August 14, 2018 <br />WRITTEN STATEMENT <br />ANNEXATION <br />TM 17-04-13-32, TL 5200 <br />Branch Engineering Inc. Project No. 18-312 <br />This application proposes an annexation for Tax Map 17-04-13-32, Tax Lot 5200. The <br />property is located inside the City of Eugene Urban Growth Boundary and is zoned R-2 <br />Medium-Density Residential with an Urbanizable Land overlay. The purpose of the <br />annexation is to increase options for future use of the property. <br />The following describes how the proposed annexation conforms to the Eugene Code: <br />9.7825 Annexation - Approval Criteria. The city council shall approve, modify and <br />approve, or deny a proposed annexation based on the application's consistency <br />with the following: <br />1) The land proposed to be annexed is within the city's urban growth <br />boundary and is: <br />a) Contiguous to the city limits; or <br />b) Separated from the city only by a public right of way or a stream, bay, <br />lake or other body of water. <br />The property to be annexed is within the urban growth boundary and <br />contiguous to the city limits (Tax Map 17-04-13-32, Tax Lot 4800). <br />2) The proposed annexation is consistent with applicable policies in the <br />Metro Plan and in any applicable refinement plans. <br />The property is within the Metro Plan and the River Road/Santa Clara <br />Urban Facilities Plan (RR/SC UFP). The property is currently zoned R-21UL <br />Medium-Density Residential with an Urbanizable Land Overlay. Both the <br />Metro Plan and the RR/SC UFP designate the property for medium density <br />residential use. The /UL overlay zoning will be automatically removed upon <br />annexation approval. <br />The subject property is located within the River Road/Howard subarea of <br />the RR/SC UFP. The following policy from the subarea plan applies to this <br />project: <br />Policy 3: Encourage medium-density residential development for all portions <br />of the subarea, with the exception of the following areas: Hatten Street <br />commercial area, the area west of River Road between Maxwell and <br />Howard, and the area east of River Road between Owosso and Corlis. <br />310 51h Street, Springfield, OR 97477 1 541.746.063 7 1 www.branchengineering.comNovember 13, 2018, Meeting - Item 3D
