Annexation Written Statement <br />August 14, 2018 <br />Electrical service is provided by EWEB. Overhead wires are available <br />for connection along Owosso Drive. <br />Water service is provided by EWEB. A 6-inch cast iron water main is <br />available for connection along Owosso Drive. <br />An 8" wastewater main exists along both Owosso Drive and Heritage <br />Avenue, and is available for connection along the north side and the <br />southeast corner of the property. <br />The City of Eugene does not currently have any storm sewer facilities <br />in the area. Therefore, any future development will need to treat and <br />retain the stormwater on-site. <br />The River Road Water District currently provides fire service to the <br />area. <br />The tax lot has frontage along Owosso Drive to the north and <br />Heritage Avenue to the south, allowing transportation access from <br />two sides of the property. <br />The property is within the Eugene School District 4J and is within the <br />district boundaries of Howard Elementary School, Kelly Middle <br />School, and North Eugene High School. <br />Garbage collection service is provided by private firms. Regional <br />disposal sites and the Short Mountain Landfill are operated by Lane <br />County. <br />Police protection can be extended to this site upon annexation <br />consistent with service provision throughout the City. <br />Emergency medical services are currently provided on a regional <br />basis by the Cities of Eugene and Springfield to central Lane County <br />and will continue in the same manner upon annexation. <br />A minimum level of park service can be provided to the proposal area <br />as prescribed in the Metro Plan. <br />Planning and building permit services are provided for all properties <br />located within the urban growth boundary by the City of Eugene. The <br />Eugene Code, Chapter 9, will provide the required land use controls <br />for future development of the subject property upon annexation. <br />A variety of telecommunications providers offer communications <br />services throughout the Eugene/Springfield area. <br />Branch Engineering, Inc.
