MINUTES <br />Eugene City Council <br />Harris Hall, 125 East 8�h Avenue <br />Eugene, Oregon 97401 <br />October 8, 2018 <br />7:30 p.m. <br />Councilors Present: Emily Semple, Betty Taylor, Alan Zelenka, Jennifer Yeh, Mike Clark, Greg <br />Evans, Claire Syrett, Chris Pryor <br />Mayor Vinis opened the October 8, 2018, meeting of the Eugene City Council. <br />1. CEREMONIAL MATTERS <br />Mayor Vinis welcomed students and advisors from Lane Community College to help recognize <br />and honor Indigenous People's Day. <br />2. PUBLIC FORUM <br />1. David Piccioni - shared thoughts about the World Trade Organization and the environment. <br />2. Marcus Lanskey - asked council to address pedestrian safety issue at Amazon and Potter Street. <br />3. Carol Scherer - thanked council for proposed resolution in opposition to Measure 105. <br />4. Lauren Herbert - urged City Council to publically oppose Measure 105. <br />S. Jim Neu - asked Council to look into the Northwest Natural Gas franchise agreement. <br />6. Stefan Strek - talked about free speech and a new City Hall. <br />7. Eric Jackson - asked council to stop enforcing anti -camping laws and criminalizing homelessness. <br />Council Discussion <br />• Have requested stop signs on East Amazon; makes sense to put them at East Amazon and <br />Potter to slow down traffic and make it safer. <br />• It was a mistake to ban smoking downtown. <br />• People need a place to sleep; consider looking at the field off of 7th Avenue, near <br />Washington -Jefferson Park. <br />• A much more robust public shelter is needed, but reject the notion that enforcing the <br />camping ban is criminalizing homelessness. <br />CONSENT CALENDAR <br />A. Approval of City Council Minutes <br />a. September 24, 2018, Work Session <br />b. September 24, 2018, Meeting <br />B. Approval of Tentative Working Agenda <br />C. Approval of a Resolution Annexing Land to the City of Eugene (Assessor's Map 17-04-23-44, <br />Tax Lots 4300, 4400 and 4500 — located on Filbert Avenue) (City File: Monkey Hero, LLC; A <br />18-3) <br />MOTION AND VOTE: Councilor Clark, seconded by Councilor Taylor, moved to approve <br />the items on the Consent Calendar.
