CLEAR & OBJECTIVE HOUSING: APPROVAL C RITERIA UPDATE <br /> <br /> <br />November 13, 2018 DRAFT Preferred Concepts Report: Significant Issues Page 30 of 59 <br /> <br />COS-05 (LIMITATION OVER 900 FEET FOR PUDS) <br />Description : The clear and objective planned unit development criterion that limits development on land <br />above an elevation of 900 feet to one dwelling on lots in existence as of August 1, 2001 significantly limits <br />development feasibility of sites. <br />Applies To : Planned Unit Development <br />Existing Code Section(s): EC 9.8325(12)(a) <br />Existing Code Language : <br />(12) For any PUD located within or partially within the boundaries of the South Hills Study, the following <br />additional approval criteria apply: <br />(a) No development shall occur on land above an elevation of 900 feet except that one dwelling <br />may be built on any lot in existence as of August 1, 2001. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />Recommendation: Revise to allow less intensive development (limit density to 2.5 units per acre) above 900 <br />feet elevation and include additional tree /vegetation preservation requirements to more effectively address <br />relevant South Hills Study policy language. (Option C with refinements) <br /> This issue is one of six related to the clear and objective criteria for planned unit development that contribute <br />to limiting development feasibility of many sites. The cumulative effect of these six requirements is particularly <br />limiting for those properties subject to the South Hills Study and additional criteria at EC 9.8325(12). The six <br />criteria include the 30-foot buffer, 20% slope grading limitation, one-acre accessible open space, South Hills <br />A. No Change – – + o + oo <br />B. Revise to add language similar to COS -06, to allow <br />for development if the City Manager determines <br />that the property is not needed for park land or <br />connection to the ridgeline.  <br />+–+oo o– <br />C.
