CLEAR & OBJECTIVE HOUSING: APPROVAL C RITERIA UPDATE <br /> <br /> <br />November 13, 2018 DRAFT Preferred Concepts Report: Significant Issues Page 55 of 59 <br /> <br />COS-18 (ARBORIST AND L ANDSCAPE A RCHITECT R EQUIREMENT) <br />Description : The professional design team for a planned unit development requires both a licensed arborist <br />and a licensed landscape architect. Considering that a tree preservation report can be prepared by either an <br />arborist or landscape architect, as specified in the tree preservation written report requirements in EC <br />9.6885(2), there is inconsistency between the two requirements. <br />Applies To : Planned Unit Development <br />Existing Code Section(s): EC 9.8310(2)(b) <br />Existing Code Language : <br />(2) Project Coordinator and Professional Design Team . The tentative PUD application shall identify the <br />PUD project coordinator and the professional design team and certify compliance with the following: <br /> <br />(b) Professional Design Team Designation . Unless waived by the planning director, the professional <br />design team shall consist of at least the following professionals: <br />1. Oregon licensed arborist. <br />2. Oregon licensed architect. <br />3. Oregon licensed civil engineer. <br />4. Oregon licensed landscape architect. <br />5. Oregon licensed land surveyor. <br /> <br /> <br /> <br /> <br />Recommendation : No change. (Option A) <br />The working groups expressed divided support (and opposition) for both A and B. While the Eugene Code allows <br />for a landscape architect or arborist to write the report required by the tree preservation and removal criteria at <br />EC 9.6885(2), there were polarized opinions on whether allowing just a landscape architect on the planned unit <br />development design team is as effective as having an arborist too. Planned unit development s occur <br />predominantly in the south hills where there are often significant tree concerns. In addition, if the <br />recommendation for COS-11 (Tree Preservation Consideration) is implemented, there may be greater <br />justification for requiring an arborist. This particular issue would also be unnecessary if a future code <br />improvement changes the clear and objective track for planned unit developments from a Type III to a Type II <br />process. <br /> <br />A.
