RESOLUTION NO. _____ <br /> <br />A RESOLUTION ADOPTING AMENDMENTS TO THE SYSTEM <br />DEVELOPMENT CHARGE METHODOLOGIES (GENERAL <br />METHODOLOGY AND APPENDICES A, B AND F) ORIGINALLY <br />ADOPTED BY RESOLUTION NO. 4900. <br /> <br /> The City Council of the City of Eugene finds as follows: <br /> <br /> A. The City of Eugene System Development Charge Methodologies document was <br />adopted by Resolution No. 4900, effective on May 7, 2007 and has subsequently been amended, <br />most recently by Resolution No. 5100 on January 27, 2014. <br /> <br /> B. The amendments to the System Development Charge (SDC) Methodologies made <br />by this resolution include: <br /> <br />1. Modifications to the General Methodology in order to clarify text that <br />pertains to the implementation of existing SDC Methodology documents and update the <br />text that pertains to the proposed Transportation Methodology. <br /> <br />2. Modifications to the Appendix A “Definitions of General Terms and <br />Transportation Use Codes” in order to update the definitions of general terms referenced <br />in the current and proposed SDC Methodology documents. <br /> <br />3. Modifications to the Appendix B “Transportation System Development <br />Charge System-Specific Methodology and Details” in order to insert text that describes the <br />proposed Transportation Methodology and clarify portions of the existing methodology <br />that will remain in the proposed Transportation Methodology. <br /> <br />4. Modifications to the Appendix F “Local SDC System Formulas and General <br />Fee Schedule” in order to update the formulas and rates that pertain to the proposed <br />Transportation Methodology. <br /> <br /> C. The Eugene City Council held a public hearing on June 18, 2018 to accept public <br />testimony on the amendments to the SDC Methodologies made by this Resolution. <br /> <br /> NOW, THEREFORE, based upon the above findings, <br /> <br /> BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EUGENE, a <br />Municipal Corporation of the State of Oregon, as follows: <br /> <br />Section 1. The amendments to the City of Eugene System Development Charge <br />Methodologies shown in Exhibit A to this Resolution are adopted and include amendments to: <br /> <br />A.
