EUGENE CITY COUNCIL <br />AGENDA ITEM SUMMARY <br /> <br /> Approval of Minutes, Finding and Recommendations from the Hearings Official and <br /> Adoption of Resolution 4848 Forming a Local Improvement District for Paving, <br /> Constructing Curbs, Gutters, Sidewalks, Landscape Medians, Street Lights, Street Trees, <br /> Wastewater, and Storm Water Drainage on 3rd and 4th Avenues between Pearl Street and <br /> Lincoln Street, North of the Southern Pacific Railroad and South of Skinner Butte Park <br /> (Job #3827) <br /> <br />Meeting Date: July 18, 2005 Agenda Item Number: 2D <br />Department: Public Works Staff Contact: Paul Klope <br />www. eugene-or, gov Contact Telephone Number: 682-5246 <br /> <br />ISSUE STATEMENT <br />The City Council is being asked to approve the Hearings Official's Minutes, Findings and <br />Recommendations dated July 11, 2005, and to adopt a resolution forming a Local Improvement District <br />(LID) for paving, constructing curbs, gutters, sidewalks, landscape medians, street lights, street trees, <br />wastewater and storm water drainage on 3rd and 4th avenues between Pearl Street and Lincoln, north of <br />the Southern Pacific Railroad and south of Skinner Butte Park. <br /> <br />BACKGROUND <br />This project was identified in the FY04-FY09 Capital Improvement Program (CIP) adopted by the <br />council on February 24, 2003, and pursuant to Section 7.160(5) of the Eugene, Code, 1971, a local <br />improvement district was initiated. The North End Scoping Study was used as a guide for the design <br />and to accommodate future connections between the train station and Skinner Butte and the Shelton- <br />McMurphy House. <br /> <br />Bids were opened on June 16, 2005, with Babb Construction Co., dba Delta Construction Co., as the <br />apparent low bidder. The property owners were notified of the pending LID hearing ten (10) days prior <br />to the hearing as required by the Eugene Code. The LID formation hearing was held on June 20, 2005, <br />to review the bid information, confirm whether the LID should be formed and to identify any special <br />conditions that should be included in the resolution forming the LID. Six (6) property owners attended <br />the hearing (see Hearings Official Minutes). <br /> <br />Financial and/or Resource Considerations <br />Based on the low bids received, the costs listed below are the total estimated assessment costs plus <br />contingency for the local improvement district. <br /> <br /> Paving 7-foot (per from foot) $ 65.00 <br /> Paving 10-foot (per front foot) $ 90.00 <br /> Sidewalk (per square foot) $ 6.00 <br /> <br /> L:\CMO\2005 Council Agendas\M050718\S0507182D.doc <br /> <br /> <br />
