EUGENE CITY COUNCIL AGENDA ITEM SUMMARY Approval of Minutes, Finding and Recommendations from the Hearings Official and Adoption of Resolution 4848 Forming a Local Improvement District for Paving, Constructing Curbs, Gutters, Sidewalks, Landscape Medians, Street Lights, Street Trees, Wastewater, and Storm Water Drainage on 3rd and 4th Avenues between Pearl Street and Lincoln Street, North of the Southern Pacific Railroad and South of Skinner Butte Park (Job #3827) Meeting Date: July 18, 2005 Agenda Item Number: 2D Department: Public Works Staff Contact: Paul Klope www. eugene-or, gov Contact Telephone Number: 682-5246 ISSUE STATEMENT The City Council is being asked to approve the Hearings Official's Minutes, Findings and Recommendations dated July 11, 2005, and to adopt a resolution forming a Local Improvement District (LID) for paving, constructing curbs, gutters, sidewalks, landscape medians, street lights, street trees, wastewater and storm water drainage on 3rd and 4th avenues between Pearl Street and Lincoln, north of the Southern Pacific Railroad and south of Skinner Butte Park. BACKGROUND This project was identified in the FY04-FY09 Capital Improvement Program (CIP) adopted by the council on February 24, 2003, and pursuant to Section 7.160(5) of the Eugene, Code, 1971, a local improvement district was initiated. The North End Scoping Study was used as a guide for the design and to accommodate future connections between the train station and Skinner Butte and the Shelton- McMurphy House. Bids were opened on June 16, 2005, with Babb Construction Co., dba Delta Construction Co., as the apparent low bidder. The property owners were notified of the pending LID hearing ten (10) days prior to the hearing as required by the Eugene Code. The LID formation hearing was held on June 20, 2005, to review the bid information, confirm whether the LID should be formed and to identify any special conditions that should be included in the resolution forming the LID. Six (6) property owners attended the hearing (see Hearings Official Minutes). Financial and/or Resource Considerations Based on the low bids received, the costs listed below are the total estimated assessment costs plus contingency for the local improvement district.
