Exhibit A <br /> <br /> MINUTES <br /> Local Improvement District Formation <br /> Paving, Constructing Curbs, Gutters, Sidewalks, Landscape Medians, Street Lights, <br /> Street Trees, Wastewater and Storm Water Drainage on 3rd and 4th Avenues Between <br /> Pearl Street and Lincoln Street, North of the Southern Pacific Railroad and South of <br /> Skinner Butte Park. <br /> <br /> June 20, 2005 Public Hearing <br /> <br /> Hearings Official Milo Mecham convened the hearing at 6:05 p.m. He described <br />the subject matter of the hearing and procedures to be followed at the hearing. Present at <br />the hearing representing the City of Eugene was Principal Engineer Paul Klope and <br />Project Engineer Steve Gallup. <br /> <br /> Principal Engineer Paul Klope began the City's presentation by briefly describing <br />the project's history. Mr. Klope explained that the project was identified in the FY 04-09 <br />Capital Improvement Program, adopted by the Council in 2003. The road is <br />deteriorating, and is seeing increasing traffic. The North End Scoping Study was used as <br />a design standard, even though the road is outside the area. <br /> <br /> Mr. Klope described the nature of the project, including the street improvements <br />and the safety features. The project is designed to improve the street with two travel <br />lanes, landscape medians, bike lanes, sidewalks, street lights and colored pavement on the <br />raised cross walks. These cross walks are a part of the traffic calming scheme. The <br />project also includes elements that, when the planned pedestrian overpass from the train <br />station is completed, will tie the train station together with Skinner Butte Park. <br /> <br /> Mr. Klope described the estimated costs of the project. The project is estimated to <br />have a total cost of $1,686,284, of which an estimated $427,851 is proposed to be <br />assessed to adjacent benefited properties. The estimated assessments will assess <br />residential properties for seven feet of pavement at $65 per front foot, commercial <br />properties at $90 for 10 feet of paving. The proposed assessments also include an <br />assessment of $6 per square foot for sidewalks and 35 cents per square foot of property <br />for wastewater system improvements and $2,850 for wastewater service connections. <br />Mr. Klope explained that there will be some delayed assessments. Vacant properties will <br />not be assessed for street and sidewalk improvements until they develop. The wastewater <br />improvements will be assessed when the properties connect to the wastewater system. <br /> <br /> After Mr. Klope had finished his presentation, the property owners in attendance <br />were invited to ask questions. There were six property owners in attendance. The first <br />property owner to address the hearing was Mr. Zeph Van Allen. Mr. Van Allen noted the <br />efforts to have the improvements support the historic character of the area. Mr. Van <br />Allen wondered if this affected the cost of the improvements assessed to property owners. <br />Mr. Klope answered that it did not.
