Living Area: As used in the determination of local wastewater SDC rates, living area is defined <br />as the gross floor area, to the outside perimeter, of a dwelling including floor area within <br />structures accessory to the dwellings that is intended for habitation, e.g. bonus rooms over <br />garages, some attic spaces. <br />Low Impact Development (LID): As used in determination of stormwater SDC rates, LID is the <br />management of stormwater runoff by approved infiltration and filtration facilities in accordance <br />with standards specified in EC 9.6792 (3). <br />Methodology: This document entitled "City of Eugene Systems Development Charge <br />Methodologies" and any amendment or modification made hereto. <br />Mixed -Use Development: As relating to Transportation Compact Development Adjustments <br />(see section 4.4 of Appendix B / Transportation SDC Methodology), a development (either a <br />single building or a group of buildings) that includes a combination of commercial and certain <br />residential uses. Residential uses may include the following compact development types, but <br />shall not include detached single-family dwelling or duplex development: <br />• Multi -family residential development, including apartments and apartment -style <br />condominiums <br />• Rowhouses and townhouses <br />MWMC: Metropolitan Wastewater Management Commission - responsible for regional <br />wastewater treatment. <br />Peak Flow: For purposes of the Metropolitan Wastewater Management Commission SDC, peak <br />flow is the peak wet weather design capacity of the regional wastewater treatment plant. <br />PFU: Plumbing Fixture Units. PFUs are defined in the state Uniform Plumbing Code. A unit <br />equivalent is assigned to different drainage fixtures depending on drain pipe or fixture size. The <br />rate of charge per PFU will vary and is dependent upon a development's land use and associated <br />impact to the pubic wastewater system. <br />Private Physical Improvements (for impact reduction/mitigation): A facility or asset, <br />designed and constructed at the developer's expense, which is owned and maintained by the <br />property owner or owner's agent; not a program or activity or naturally occurring physical <br />attribute. <br />Process Wastewater: Water which, during manufacturing or processing, comes into contact with <br />or results from the production of or use of any raw material, intermediate product, finished <br />product, byproduct or waste product. <br />Proportionate Share of Public Facility Costs: The cost of capital improvements which are <br />reasonably attributable to new development. <br />Reimbursement Fee: The portion of the system -specific SDC charged for costs associated with <br />capital improvements already constructed, or under construction when the fee is established, that <br />have existing capacity to serve future growth. <br />Replacement Costs: The cost (in current fiscal year dollars) of replacing existing system <br />capacity. <br />Page A-4City of Eugene SDC Methodologies, Appendix A <br />
