and, <br />... local governments shall give full credit for potential reduction in <br />vehicle trips for uses located in mixed-use, pedestrian -friendly <br />centers ... <br />... local governments shall assume that uses located within a <br />mixed-use, pedestrian -friendly center, or neighborhood, will generate <br />10% fewer daily and peak hour trips than are specified in available <br />published estimates, such as those provided by the Institute of <br />Transportation Engineers (ITE) Trip Generation Manual.. . <br />A 10% reduction to the calculated transportation SDC shall be granted for <br />commercial development, multi -family apartments and condominiums, <br />rowhouses, and townhouses in Nodal Development Areas. <br />Single-family detached and duplex housing are not eligible to receive this <br />adjustment. <br />4.4.2 Transit Proximity Compact Development Adjustments - Frequent <br />Transit Network <br />The Frequent Transit Network (FTN), as defined by Lane Transit District, provides <br />transit service for at least 16 hours per day with an average trip frequency of 15 <br />minutes or better. The City FTN area is shown on the maps in Appendix B of the <br />Transportation SDC Project Plan, which show the rights-of-way included in the <br />Frequent Transit Network and the centerlines for the FTN corridors. <br />The FTN includes both current and future routes that will provide the above defined <br />level of service. Multi -family apartments and condominiums, rowhouses, <br />townhouses, and mixed-use development will be granted a reduction of the <br />calculated transportation SDC based on the following proximities to the centerlines <br />of the FTN corridors: <br />A. Proposed development located wholly or partially within 0.25 miles of the <br />FTN centerline will be granted a 10% reduction, unless a physical condition <br />(e.g. a water body or intervening development) precludes direct pedestrian <br />access between the development and the FTN; OR <br />B. Proposed development located wholly or partially within 0.5 miles of the <br />FTN centerline will be granted a 5% reduction, unless a physical condition <br />(e.g. a water body or intervening development) precludes direct pedestrian <br />access between the development and the FTN. <br />The city will not approve more than one type of transit proximity compact <br />development adjustment for a development, even if the development meets the <br />criteria for more than one type. <br />Single-family detached and duplex housing are not eligible to receive this <br />adjustment. <br />CITY OF EUGENE SDC METHODOLOGIES, APPENDIX B PAGE B-18 <br />
