Vision Statement on Land Use and Urban Form. "Population growth in Eugene <br />will be accommodated through more efficient use of existing urban land. Expansion <br />of the Urban Growth Boundary will be kept to a minimum. The City will encourage <br />higher density in urban areas, provide for mixed land uses, and allow development <br />of vacant land, while maintaining neighborhood character and integrity." <br /> <br /> Program consistency with Policies. This vision statement synthesizes growth <br /> management policies 1, 2, 3, 4 and 5. Compact development is an organizing <br /> theme for Eugene's overall land use program; that theme is doubly emphasized in <br /> mixed use areas where small lot developments, multi-family developments and <br /> multi-story developments are encouraged. The program literature (Exhibits I-2 <br /> and I-3) explains that the "essential characteristics of mixed use development" <br /> include (among others): <br /> · "Mixed land uses that offer a variety of services, activities and <br /> destinations within easy, comfortable walking and biking distance of most <br /> homes;" and <br /> · "A mix of housing types and residential densities that achieve an overall <br /> density of at least 12 dwelling units per acre." <br /> <br /> The maintenance of neighborhood character is a central issue in the Chambers <br /> Reconsidered planning project being discussed by the Planning Commission. The <br /> Chambers project represents yet another approach at experimentation with a <br /> process and technique for addressing a specific problem in a target neighborhood. <br /> In this case, the reason for the Chambers project was to address the perceived <br /> incompatibility of new development with existing development. The City and <br /> area residents have proposed the adoption of new development standards that will <br /> improve the quality of new infill development for that area. In most mature <br /> neighborhoods, character and integrity of the neighborhood will continue to be a <br /> central concern of any future mixed use development proposal. <br /> <br />Vision Statement on Housing. "The City will have a greater variety of housing <br />types, and a greater selection of affordable housing. Housing design and aesthetics <br />will improve." <br /> <br /> Program consistency with Policies. This vision statement synthesizes growth <br /> management policies 6, 7, 8 and 9. All of the City's previous mixed use planning <br /> projects (Royal, Chase, Downtown, Crescent and Chambers) have emphasized the <br /> provision of higher density housing in a variety of forms. The mixed use <br /> development codes created for these areas specifically encourage a variety of <br /> small lot single-family attached and detached structures, duplexes, tri-plexes, <br /> fourplexes, rowhouses, townhouses, and apartment dwellings. In some areas, <br /> alley dwellings are proposed and secondary dwellings are encouraged to broaden <br /> the selection of affordable housing. In each of the adopted plans, the mixed use <br /> development codes address housing design and improved aesthetics of all <br /> development, including residential development. <br /> <br /> 10 <br /> <br /> <br />
