with mixed use principles, and provision of extensive bicycle, transit and <br /> pedestrian facilities will encourage use of alternative modes, helping to protect air <br /> quality. <br /> <br />Vision Statement on Parks and Open Space: "The City will continue to acquire and <br />develop parks and open space throughout the urban area." <br /> <br /> Program consistency with Policies. This vision statement synthesizes growth <br /> management policy 18. "Public spaces such as parks, public and private open <br /> space and public facilities that can be reached without driving" are among the <br /> other "essential characteristics of mixed use development" that must be included <br /> in mixed use (nodal) development areas. (See Exhibit I-2) <br /> <br /> The Royal Plan, for example, provided for the acquisition and development of <br /> two neighborhood parks totaling five acres, identifies approximately 15 acres of <br /> linear open space along multi-use drainage channels within which bike and <br /> walking trails are proposed for construction, and provides access to more than 400 <br /> acres of wetland area through collaboration with Public Works in the design of <br /> the Checkermallow Observation Area and extension of the Amazon bike trail. <br /> <br />Vision Statement on Public Safety. "The City will take additional steps to reduce <br />not only crime, but the fear of crime and the likelihood of crime, through <br />community-based policing practices." <br /> <br /> Program consistency with Policies. This vision statement synthesizes growth <br /> management policy 19. That policy is not directly implemented through the <br /> mixed use development program but is more sensitive and responsive to the <br /> City's community policing policies. <br /> <br />Other Council Concerns <br /> <br />1. A general issue raised by several Councilors is whether any element of the <br /> Nodal Development program was changed in any way when the name was <br /> changed from "Nodal"Development to "Mixed Use" Development. <br /> <br /> The change of the program name from "nodal development" to "mixed use <br /> development" was discussed at the October 14, 2000 joint annual meeting of the <br /> Planning Commission and City Council. No objections to the program name <br /> change were raised at that time and the discussion produced a general <br /> endorsement of the name change by the Mayor. <br /> <br /> No element of the "nodal development" program was changed when the name <br /> was changed to "mixed use development." The goals, objectives and intentions of <br /> the program are unchanged. The specific elements of the program and the <br /> "Essential Characteristics of a Node" are also unchanged.
