5. Chambers Residential and Commercial Infill Development <br /> Standards Project <br /> <br />Explanation This project will build on earlier efforts to implement nodal <br />development in an existing built-out neighborhood. Using the Chambers Node <br />Development Plan as a foundation, the City will (1) identify regulatory barriers and <br />gaps that impede the creation of high quality infill and redevelopment projects, and <br />(2) develop a set of commercial' and a set of residential design standards to guide <br />infill and redevelopment in this mature neighborhood. <br /> <br />Thirty three of Eugene's 38 potential node sites are redevelopment (as opposed to <br />"greenfield") sites. This project will address one of the main obstacles to <br />implementation of the nodal development concept in Eugene. That obstacle is the <br />inadequacy of the existing development codes to address the impacts of infill and <br />redevelopment on surrounding development, and on the neighborhood as a whole. <br /> <br />Major Tasks: · Develop specific work program for this task <br /> · Intergovernmental Relations Committee review <br /> · Prepare presentation on examples of neighborhood-scale infill and <br /> redevelopment projects <br /> · Identify community and City concerns with infill and redevelopment projects <br /> within the City of Eugene <br /> · Identify barriers and gaps that impeded infill and redevelopment <br /> · Prepare and conduct design preferences survey <br /> · Prepare draft commercial and residential development standards for infill and <br /> redevelopment <br /> · Test application of standards on hypothetical developments <br /> · Propose separate process for reviewing and approving infill and <br /> redevelopment projects within a node, if desired. <br /> · Prepare materials for PC work session and hearing <br /> <br />Timeline: August, 2004 through December, 2005 <br /> <br />6. Mixed Use Zoning Districts <br /> <br />Explanation: Prepare and adopt appropriate mixed use zones to promote and <br />encourage _smart development. Eugene has draft commercial and residential mixed <br />use codes prepared for Royal and Chase Gardens nodal development projects that <br />would ~erve az a baseline for Orafting n~w comprehensive codes.
