Approval of Tentative Working Agenda C. Reappointment to Metropolitan Wastewater Management Commission <br />MOTION AND VOTE: Councilor Clark, seconded by Councilor Taylor, moved to approve the items on the Consent Calendar. PASSED 7:0 <br />4. ACTION: Ordinance and Resolutions Adopting the Transportation System Development <br />Charge MethodologyPublic Works Director Sarah Medary provided a brief recap of the Transportation SystemDevelopment Charge amendment process.Council Discussion <br />•The action Council is poised to take to raise SDC rates will increase the cost of housing; sendthe message that identified transportation projects are more important than keeping thecost of housing down. <br />•Council must make difficult choices and balance the need to pay for transportationinfrastructure with the goal of increasing housing options. <br />MOTION AND VOTE: Councilor Clark, seconded by Councilor Taylor, moved to adopt Council Bill 5190, an Ordinance Concerning System Development Charge Methodology; Amending Sections 7.710, 7.715, 7.720, 7.725, 7.730 and 7.735 of the Eugene Code, 1971 and Adding Section 7.732 to that Code. PASSED 6:1, Councilor Clark opposed. <br />MOTION AND VOTE: Councilor Clark, seconded by Councilor Taylor, moved to adopt the proposed resolution at Attachment B: A Resolution Adopting the Transportation SDC Project Plan. PASSED 6:1, Councilor Clark opposed. <br />MOTION AND VOTE: Councilor Clark, seconded by Councilor Taylor, moved to adopt the proposed resolution at Attachment C: A Resolution Adopting Amendments to the System Development Charge Methodologies (General Methodology and Appendices A, B and F) Originally Adopted by Resolution No. 4900. PASSED 6:1, Councilor Clark opposed. 5.ACTION: Amendment of Purchase and Sale Agreement for the Butterfly LotCity Attorney Kathryn Brotherton provided a brief explanation for the proposed action toextend the deadline set to resolve all legal questions regarding the Butterfly Lot. <br />MOTION AND VOTE: Councilor Clark, seconded by Councilor Taylor, moved to direct the City Manager to execute an amendment to the Purchase and Sale Agreement to change the December 1, 2018, deadline for resolution of the legal uncertainties regarding the Butterfly Lot to January 10, 2019. PASSED 7:0. Mayor Vinis adjourned the meeting of the Eugene City Council and convened a meeting of the Eugene Urban Renewal Agency. <br />December 10, 2018, Meeting - Item 2A
