B. Approval of Tentative Working Agenda
C. Approval of East Campus Plan Amendments

Councilor Pap~, seconded by Councilor Nathanson, moved to approve the items on
the Consent Calendar.

Councilor Taylor took issue with the Tentative Working Agenda. Mayor Torrey recommended pulling
Item B and Councilor Taylor did so.

Councilor Kelly said he had submitted corrections to the minutes via e-mail. Mayor Torrey stated that,
without objections, the corrections were approved.

Councilor Meisner also had submitted a correction to the minutes. Mayor Torrey deemed the correction,
without objection from the council, approved.

Councilor Bettman stated that she had submitted corrections to the minutes via e-mail. Mayor Torrey
deemed her corrections, without objection from the council, approved.

Roll call vote; the motion to approve the Consent Calendar, absent Item B, passed by
unanimous vote, 7:0.

Councilor Taylor expressed concern that the agenda for January 28, 2004, was ambitious for the time
allotted. Mayor Torrey concurred. He suggested the agenda be adjusted. City Manager Taylor said he
would look into the situation.

Roll call vote; the motion to approve Item B, the Tentative Working Agenda for the
City Council, passed unanimously, 7:0.

4. PUBLIC HEARING: An Ordinance Effecting Housekeeping Amendments to Sections 2.007,
2.017, 2.965, 3.483, 4.083, 4.989, 6.340, 6.406, 6.476, 6.610, 7.197, 8.305, 8.950, of the Eugene
Code, 1971,; and Repealing Sections 2.016, 2.290, and 6.065 of the Code

City Manager Dennis Taylor asked City Recorder Mary Feldman to speak to the amendments.

Ms. Feldman explained the amendments were all housekeeping in nature, the majority of which were to
bring the code into compliance with the revised City Charter. She noted that there had been numerous
inconsistencies with code provisions. A few of the changes had been discovered while reviewing the entire
code following its conversion from Word Perfect to Microsoft Word.

Mayor Torrey opened the public hearing. Noting that no one signed up to speak, he closed the public
hearing.

Mayor Torrey opened the floor for questions from the City Council.

MINUTES--Eugene City Council November 10, 2003 Page 4
Regular Meeting
