MINUTES <br />Eugene City Council <br />Harris Hall, 125 East 8�h Avenue <br />Eugene, Oregon 97401 <br />November 26, 2018 <br />7:30 p.m. <br />Councilors Present: Emily Semple, Betty Taylor, Alan Zelenka, Jennifer Yeh, Mike Clark, Claire <br />Syrett, Chris Pyror <br />Councilor Absent: Greg Evans <br />Mayor Vinis opened the November 26, 2018, meeting of the Eugene City Council. <br />1. CEREMONIAL MATTERS <br />Mayor Vinis recognized Judge Wayne Allen for his years of service to the community as <br />Presiding Municipal Court Judge and announced the renaming of the main courtroom in <br />Municipal Court in his honor. <br />2. PUBLIC FORUM <br />1. Aria Seligman - supported efforts by the City decriminalize homelessness. <br />2. Bekki Bruckner - spoke about the dangers of SG technology and supported curbing its expansion. <br />3. Cindy Allen - opposed the expansion of smart meter and SG technology in the city. <br />4. Victor Odlivak- opposed the expansion of smart meter and SG technology in the city. <br />S. Todd Boyle -discussed the impacts of the local housing shortage on the homelessness issue. <br />6. Patty Hine - supported increased focus on the Climate Action Plan goals. <br />7. Linda Kelley - presented a community sustainability outreach proposal. <br />8. Jim Neu - supported the Sustainability Commission recommendation on the NW Natural franchise. <br />9. Donna Riddle - expressed concern about the impacts of winter conditions on the unsheltered. <br />10. Mindy Stone - opposed the expansion of smart meter and SG technology in the city. <br />11. Sandy Sanders - opposed the expansion of smart meter and SG technology in the city. <br />12. Eliza Kashinsky - supported the City's efforts to facilitate development of ADUs. <br />13. Jennifer Frenzer- Knowlton - supported increasing resources for the homeless. <br />14. Ed McMahon - spoke on behalf of the Home Builders Association regarding transportation SDCs. <br />15. Sue Sierralup6 - supported efforts to establish shelter opportunities for the homeless downtown. <br />16. Ron Bevirt - voiced frustration with progress by the City's housing tools and strategies committee. <br />17. Michael Carrigan - supported increased efforts to help the homeless. <br />18. Michael Gannon - conveyed his experience with conflict between bikers/pedestrians and cars. <br />19. Zondie Zinke - asked council to focus energy and resources on the urgent issue of homelessness. <br />20. Wayne Martin - supported efforts to increase focus and resources on homelessness. <br />21. Douglas Bovee - supported the creation of a shelter and new rest stops around the city. <br />22. Sabra Marcroft - supported an increased focus on winter strategies to help the homeless. <br />23. Kaarin Knudson - spoke about how the availability of affordable housing affects other issues. <br />24. Laurie Hauber - said the accumulation of unpaid fines perpetuates homelessness. <br />25. Stefan Strek - spoke about a variety of issues. <br />26. Luke Callahan - supported efforts to make Eugene a great place to raise a family and to retire. <br />Council Discussion <br />Public Works is working to redesign a safe, temporary pedestrian crossing at the site of the <br />Highway 99 County homeless camp. <br />MINUTES — Eugene City Council Meeting November 26, 2018 Page 1 <br />
