MINUTES <br /> <br /> Eugene City Council <br /> Work Session <br /> McNutt Room-Eugene City Hall <br /> <br /> November 24, 2003 <br /> 5:30 p.m. <br /> <br />COUNCILORS PRESENT: Gary Papd, President; Nancy Nathanson, Vice President; Scott Meisner, <br /> David Kelly, Betty Taylor, Bonny Bettman, George Poling, Jennifer <br /> Solomon. <br /> <br />Mayor James D. Torrey called the meeting of the Eugene City Council to order. <br /> <br />A. Items from Council, Mayor, and City Manager <br /> <br />Ms. Bettman commented that the list of citizen calls included mention of homeless issues and requested a <br />memorandum addressing the status of homelessness and any increase in reports of problems or number of <br />homeless. She mentioned it was difficult to maintain a food budget similar to the person with whom she was <br />matched under the Walk A Mile Program. She commended the commitment of individuals who staffed the <br />needle exchange program. She thanked Sarah Medary of Park and Open Space and Rex Barrong of the <br />Eugene Police Department for working with the Jefferson Westside neighbors on park issues. She asked <br />when a poll regarding boards and commissions would be available so councilors could express their <br />preferences. <br /> <br />Ms. Taylor listed several questions she had on urban renewal districts: <br /> <br />· Did the amount listed on a tax bill as urban renewal represent additional taxes or the amount that was <br /> diverted? <br />· If all the amounts on all the tax bills were added together, would that represent the total funding for <br /> urban renewal? <br />· If time for the district was extended, was the increment still based on the original value or on the current <br /> value? <br /> <br />Ms. Taylor said she hoped the questions could be discussed in a meeting so the public would be better <br />informed about the impacts of an urban renewal district. She said the Crest Drive and Southeast neighbors <br />were very concerned about road plans and possible assessments, as well as the possible development of <br />sports fields in Amazon Park. She encouraged involvement of the public at every stage of a project, even <br />after significant planning had taken place. <br /> <br />Mr. Papd announced there would be a special meeting at the Sheldon Community Center on December 4, <br />2003, relating to siting of the Triad/McKenzie-Willamette Hospital. He said he was encouraged that sites <br />south of the river were being considered.
