Ms. Riner <br />said the detailed economic analysis report was forthcoming and would answer many of the questions as it <br />considered a number of alternatives. <br /> <br />Mr. Pap~ asked if any areas closer to Beltline were being considered for neighborhood parks for Santa <br />Clara. Ms. Riner replied that funding for two more neighborhood parks remained in the bond measure and <br />staff was looking for suitable sites, but it was difficult. <br /> <br />Mr. Pap~ asked if the property brought into the UGB as a result of the proposal would be incorporated into <br />the city limits. Ms. Riner said if the proposal was approved at the State level, there would be an annexation <br />process. <br /> <br />Mr. Pap~ asked what type of infrastructure would be required. Ms. Riner said the UGB extension was a <br />necessary part of the process for the park because full City services would be needed to support the type of <br />activities associated with a typical community park, such as sanitary sewer, electric, and water services. <br />She said the infrastructure was not yet in place, but the capacity existed for those services. <br /> <br />Mr. Pap~ urged the City Manager to consider financial responsibility for providing the infrastructure if the <br />proposal moved forward. He asked if most of the wetlands in the area were within the 77 acres dedicated to <br />the park or would a portion be retained by the developer. Ms. Riner said the intent was to evaluate the <br />wetlands, protect and enhance the highest quality areas, and look for opportunities to incorporate as much of <br />the wetlands as possible in the park. She said there were no trees on the site and little topography, so the <br />wetlands represented the natural resource values upon which a good park could be structured. She said the <br />specific 77 acres for the park had not yet been defined. <br /> <br />Mr. Pap~ said he concurred with earlier remarks by Mr. Kelly and Mr. Poling. <br /> <br />Ms. Taylor said there was a net gain of 77 acres in the UGB with the addition of the park. She asked of the <br />County commissioners would need to be involved in the process. Ms. Riner said a joint meeting of the <br />council and County commissioners would be required to approve a Metro Plan amendment. <br /> <br />Ms. Taylor said she was very concerned about losing that much Class 1 agricultural land and hoped the <br />County commissioners would also be concerned. She remarked that the proximity of agricultural products <br />affected the quality of life and agriculture was an important, sustainable industry. She said the proposal <br />appeared to benefit a developer more than the community. <br /> <br />Ms. Solomon commented that the proposal was creative, thoughtful, and reasonable and hoped the City <br />would continue to pursue it and not make it extremely difficult to do business with the City. She acknowl- <br />edged that the questions raised by councilors were reasonable and expressed some concern about the <br />projected timeline. Ms. Riner said she had not developed a specific timeline because of the many variables <br />and the project was about properly planning for the future while moving as quickly as regulatory bodies <br />allowed. <br /> <br />Ms. Solomon encouraged staff to keep the project moving forward. She speculated that neighbors of the site <br />would not regret seeing the agricultural lands used for another purpose.
