Councilor Taylor advocated for saving any agricultural land. She did not think it should be the farmers' <br />responsibility to find an alternative to the proposed land swap. She urged the agricultural land advocates to <br />keep watching the proceedings and to continue to raise public consciousness regarding the loss of good <br />soils. <br /> <br />Regarding the concerns expressed by the Jefferson Street residents, Councilor Taylor commented that <br />excessive driving speeds were a big problem all over the community. She advocated for the formation of a <br />committee to brainstorm on solutions to such traffic issues other than speed bumps. <br /> <br />Councilor Pap~ turned the gavel over to Mayor Torrey. <br /> <br />City Manager Taylor noted that the Ceremonial Matter originally scheduled for the present meeting had <br />been postponed until January 12, 2004. <br /> <br />2. PUBLIC HEARING AND POSSIBLE ACTION: An Ordinance Amending the Willa- <br /> kenzie Area Plan Text; amending Sections 9.2160 and 9.9700 of the Eugene Code, 1971; <br /> Adopting a Severability Clause; and Providing an Effective Date <br /> <br />City Manager Taylor asked Teresa Bishow, Senior Planner for the Planning Division, to speak to the item <br />before the council. <br /> <br />Ms. Bishow explained that the ordinance under consideration removed a prohibition against clinics on a <br />ten-acre site known as the Summer Oaks Crescent Center.
