Bohner <br />www.eugene-or.gov Contact Telephone Number: 541-682-5437 <br /> <br />ISSUE STATEMENT This item is a request to annex a property located at 435 Lindley Lane. The property to be annexed is approximately .42 acres (18,295 square feet) and is developed with single-family residence. No public right-of-way is proposed for annexation as part of this request. A vicinity map is provided as Attachment A. The property is zoned AG Agricultural with /UL Urbanizable Land overlay. The property is designated for low density residential use in the Metro Plan and the applicable refinement plan, the Willakenzie Area Plan. The area of annexation is located within the City’s urban growth boundary and is contiguous to the City limits. Annexation will allow for future development consistent with the property’s land use designation and the Eugene Code. Specific plans for future development of the site are not included as part of this annexation application. <br />BACKGROUND To encourage compact urban growth and sequential development within Eugene’s UGB, the Metro Plan provides that ultimately all land within the UGB will be annexed into the City and provided with a minimum level of urban services. Approval of annexation requests are based on the criteria at Eugene Code 9.7825 which requires that (1) the land proposed to be annexed is within the City’s UGB and is contiguous to the City limits or separated from City limits only by a right-of-way or water body; (2) the proposed annexation is consistent with the applicable policies in the Metro Plan and in any applicable refinement plans; and (3) the proposed annexation will result in a boundary in which the minimal level of key urban facilities and services can be provided in an orderly, efficient and timely manner. Findings demonstrating that the annexation request is consistent with these approval criteria are included as Exhibit C to the attached draft resolution (Attachment B). To provide nearby property owners and residents an opportunity to review and comment on this annexation request, public notice was provided to all owners and occupants of property within 500 feet of the subject property and the affected neighborhood association (Harlow Neighbors) consistent with Eugene Code requirements. No testimony has been received to date regarding the proposed annexation of this property.
