<br />January 14, 2019, Meeting – Item 4 <br />RELATED CITY POLICIES In addition to the Eugene-Springfield 2015 Consolidated Plan, the proposed projects also advance goals established in other local plans and policies. These include the Residential Land Use and Housing Element of the Metropolitan Area General Plan, Eugene City Council Adopted Growth Management Policies, the Natural Hazards Mitigation Plan, the Community Climate and Energy Action Plan, the Lane County Ten Year Plan to End Chronic Homelessness, Housing Dispersal Policy, and the Lane County Continuum of Care Plan. The proposed uses of funds also specifically support affordable housing goals set forth in the Envision Eugene pillars. <br />COUNCIL OPTIONS The City Council has three options: 1. Award the property at 1505-1525 River Road and approve use of $725,000 in HOME funds for the construction of River Road Affordable Housing as proposed by St. Vincent de Paul; and approve use of $749,534 in HOME funds and $150,466 in Low-Income Housing funds for the construction of the Commons on MLK as proposed by Homes for Good Housing Agency. 2. Approve funding with specific modifications as determined by the City Council. 3. Decline to approve resources for one or more of the proposed projects. <br />CITY MANAGER’S RECOMMENDATION The City Manager recommends option 1. <br />SUGGESTED MOTIONS Move to award the property at 1505-1525 River Road and approve use of $725,000 in HOME funds for the construction of River Road Affordable Housing as proposed by St. Vincent de Paul.
