CLEAR & OBJECTIVE HOUSING APPROVAL CRITERIA UPDATE  <br />  <br />  <br />November 13, 2018  DRAFT Preferred Concepts Report: Introduction  Page 2 of 59  <br />  <br />  <br />Through this project, Eugene’s existing clear and objective land use application approval criteria and procedures  <br />will be evaluated and may be updated to meet the following goals:   <br /> accommodate growth on lands available within our current UGB  <br /> continue to provide a clear and objective path to land use approval for all housing as required by State  <br />law  <br /> guide future development in a way that reflects our community’s values  <br />  <br />The Clear & Objective Housing: Approval Criteria Update kicked off earlier this year, following State  <br />acknowledgement of the baseline UGB in January 2018. As detailed in the project charter and public  <br />involvement plan, this project will be completed in four phases. Phase 1 included outreach to stakeholders, an  <br />external land use code audit, and an internal legal analysis that helped to identify the range of issues to be  <br />addressed within the scope of this land use code update. Phase 1 culminated in the Summary of Key Issues  <br />report. Phase 2, the current phase, used the Summary of Key Issues to engage stakeholders in a series of  <br />Working Group meetings where participants dove into the details of the code, responded to possible concepts  <br />and brainstormed new options.  <br />  <br />About This Report  <br />As part of Phase 2 outreach, a series of four working group meetings were held to engage stakeholders in  <br />discussions related to 19 significant key issues identified during Phase 1 of the Clear & Objective Housing  <br />Approval Criteria Update. Over the course of Phase 2, the interested parties list has grown to over 80 members.  <br />Meeting invites and reminders were sent to all interested parties. In addition, an outreach flyer was provided to  <br />various City committees such as the Housing Policy Board, the Sustainability Commission, Historic Review Board,  <br />and the Active Transportation Committee and project updates were included monthly in the Envision Eugene e‐ <br />newsletter that reaches over 1,500 community members. Over 40 stakeholders representing neighborhood  <br />associations and residents, housing builders and developers, design professionals, housing advocates and  <br />affordable housing providers attended some or all of the working group meetings. The following is a list of  <br />meeting attendees:   <br />Zoe Anton  <br />Bill Aspegren  <br />Steve Baker  <br />Ron Bevirt  <br />Alexis Biddle  <br />Gwen Burkard  <br />Erik Burke  <br />Renee Clough  <br />Seda Collier  <br />Paul Conte  <br />Ted Coopman  <br />Michael DeLuise  <br />Eric Dil  <br />John Faville  <br />Jan Fillinger  <br />Tresa Hackford  <br />Laurie Hauber  <br />Susan Hoffman  <br />Maureen Jackson  <br />Carolyn Jacobs  <br />Margie James  <br />Kaarin Knudson  <br />Mary Leontovich  <br />Colin McArthur  <br />Ed McMahon  <br />Jonathan Oakes  <br />Keli Osborn  <br />Darcy Phillips  <br />Tom Price  <br />Bill Randall  <br />Kevin Reed  <br />Kelly Sandow  <br />Rick Satre  <br />Carol Schirmer  <br />Kevin Shanley  <br />Kristen Taylor  <br />Nathaniel Teich  <br />Tash Wilson  <br />Sue Wolling  <br />Pam Wooddell  <br />Jan Wostmann  <br />Stacey Yates  <br />Kelsey Zievor  <br />This project was designed to be accessible to everyone. Meeting videos and materials along with online  <br />surveys were provided on the project website so that anyone wanting to participate had access to the  <br />January 23, 2019, Work Session – Item 1
