Description of Potential Funding Sources <br />• CDBG – Community Development Block Grant from HUD provides community development funding for facilities, housing and other <br />improvements and services; available through entitlement jurisdictions or states. <br />• CSBG – Community Services Block Grant from HHS provides funds to alleviate the causes and conditions of poverty in communities. <br />• EFSP – Emergency Food and Shelter Program from FEMA provides limited funding for food, shelter, and rent, mortgage or utilities; <br />distributed through local United Ways. <br />• ESG – Emergency Solutions Grant – Crisis response funding from HUD for shelter, street outreach, prevention and rapid rehousing; <br />available through entitlement jurisdictions or states; see ESG webpage for more information about recipients and information on caps <br />on use for shelter. <br />• FHLB AHP – Federal Home Loan Bank Affordable Housing Program provides funding for housing for very low income people; available <br />the regional Federal Home Loan Banks. <br />• HCV (including VASH) – Housing Choice Vouchers (formerly known as Section 8 vouchers) are administered by many Public Housing <br />Authorities and provide rental assistance to low income households. <br />• HHS CFCIP – Chafee Foster Care Independence Program from HHS provides states funds for housing for youth ages 18-21 that have <br />left foster care. <br />• HOME (including HOME TBRA) – Home Investment Partnerships Program from HUD provides funding to build, buy or rehabilitate <br />affordable housing or tenant based rental assistance (TBRA); available through entitlement jurisdictions or states; see HOME webpage <br />for more information about program requirements and recipients. <br />• HOPWA – Housing Opportunities for Persons with AIDS from HUD provides for the housing needs of people living with HIV/AIDS. <br />• HUD CoC – Continuum of Care Program funding from HUD provides funding to quickly re-house homeless individuals and families; <br />available through Continuums of Care; see CoC webpage for more information about requirements for the program and CoCs. <br />• LIHTC – Low Income Housing Tax Credits from the IRS provides funding to build, buy or rehabilitate affordable housing; available <br />through state Housing Finance Agencies. <br />• Medicaid – health care program for low income people that can, in some situations, provide funding for eligible services for eligible <br />people in PSH; available through state agencies; information about how Medicaid support PSH can be found at this link. <br />• NHTF – National Housing Trust Fund is an affordable housing program from HUD that will buy, build or rehabilitate housing for <br />extremely low income people; the funds will be distributed by a state agency or its designee; NHTF spending plans are currently being <br />developed by the States. <br />• Private (including grants or loans) – includes foundation, corporations, banks and private individuals; information about some local <br />philanthropic resources can be found at this link. <br />• RHYA – Runaway and Homeless Youth Act programs from HHS includes a Street Outreach Program (SOP) providing grants for street- <br />based outreach or drop-in centers. <br />• SAMHSA – Substance Abuse and Mental Health Services Administration of HHS provides services in supportive housing for people with <br />a mental illness or substance abuse disorder. <br />• Section 811 (PRA) – Section 811 Project Rental Assistance Program from HUD provides rent subsidy in affordable housing for people <br />with disabilities. <br />• State or local – each state, county or city may dedicate local resources to housing or services program for low income people including <br />people experiencing homelessness. <br />• TANF – Temporary Assistance for Needy Families from HHS can provide emergency or short-term assistance; a description of how <br />TANF can be used for people experiencing homelessness can be found at this link. <br />• VA SSVF – Supportive Services for Veteran Families programs from the VA provides supportive services and limited financial assistance <br />to prevent homelessness and rapidly rehouse Veteran households experiencing homelessness. <br />POTENTIAL FUNDING SOURCES <br />PAGE 33 <br />January 22, 2019, Joint Work Session - Item 1
