1. Move to direct the City Manager to bring back to the council a) a proposed Charter Amendment <br /> consistent with the Police Commission proposal, and b) a resolution or ordinance calling an <br /> election on the Charter Amendment for a November election. <br /> 2. Move to direct the City Manager to bring back to the council a) a proposed Charter Amendment <br /> consistent with the Police Commission proposal, and b) a resolution calling an election on the <br /> Charter Amendment for the May, 2006 election. <br /> 3. Move to direct the City Manager to bring back to the council a) a proposed Charter Amendment <br /> to authorize a Review Board consistent with the Police Commission proposal, but not include in <br /> the proposed Charter Amendment the appointment of the auditor by the council; and b) a <br /> resolution or ordinance calling an election on the Charter Amendment for a [November <br /> 2005/May 2006] election. <br /> 4. Move to direct the City Manager to bring back to the council an ordinance consistent with the <br /> City Manager's recommendation contained in Attachment D. <br /> 5. Provide conceptual approval of the oversight model (with minor revisions) but postpone a <br /> decision on whether to move forward with a charter amendment pending further discussion. <br /> 6. Postpone action on the oversight model recommendations and direct the Police Commission to <br /> revise the model and to bring a modified set of recommendations back to City Council for review <br /> and approval. <br /> <br />City Council review and approval of the Police Commission's work plan is also requested. Upon <br />discussion of its proposed work plan, the council may: <br />1. Approve the Police Commission FY06 work plan as proposed; <br />2. Amend the proposed work plan and approve the plan as amended; <br />3. Direct the Police Commission to modify the work plan and present the revised version to the City <br /> Council for approval at a later date. <br /> <br />CITY MANAGER'S RECOMMENDATION <br />With respect to the police oversight recommendations, the City Manager recommends that the council <br />adopt Option 4 (approval of the recommendation in Attachment D). If the council does not choose this <br />option, the manager recommends that the council adopt either Option 2 (Police Commission proposal <br />with a May election), or Option 3 (Charter amendment to approve City Council appointment of the <br />Review Board, but not the auditor). <br /> <br />With respect to the Police Commission's work plan, the manager recommends Option 1 (approval of the <br />work plan as proposed by the Police Commission). <br /> <br />SUGGESTED MOTION <br />Police Oversight Recommendations: <br />Move to direct the City Manager to bring back to the council an ordinance consistent with the City <br />Manager's recommendation contained in Attachment D. <br /> <br />Police Commission Work Plan: <br />Move to approve the Police Commission FY06 Work Plan as proposed. <br /> <br /> L:\CMO\2005 Council Agendas\M050725\S050725B.doc <br /> <br /> <br />
