I. Qualifications: The auditor should have an extensive background in law <br /> enforcement and/or should have an extensive background in litigation. This <br /> person should have no current or previous employment history with the City of <br /> Eugene. <br /> <br />II. The auditor will be hired and supervised by the City Manager. <br />III. The auditor will be responsible for: <br /> <br /> A. Intake of citizen complaints which come into the auditor's office. <br /> Complaints can continue to be received through the current intake <br /> channels (the police department, the Human Rights Commission, etc.). <br /> Complaints received by the auditor will be forwarded to the Internal <br /> Affairs Division for action. <br /> <br /> B. The auditor will monitor the disposition of citizen complaints and <br /> will provide input into the level of investigation required by each <br /> complaint. <br /> <br /> C. The auditor will review all completed investigations after the <br /> disposition of the complaint, and after any discipline or resulting <br /> grievance has been concluded. The auditor will provide feedback to the <br /> Internal Affairs Department concerning any suggested improvements in <br /> their investigation and will provide feedback to the Police Commission <br /> regarding any suggested policy changes. <br /> <br /> D. The auditor will maintain a database concerning the subject of the <br /> complaint and disposition of the complaints. Such a database will not be <br /> officer-specific. <br /> <br /> E. The auditor will provide a quarterly report to the Police <br /> Commission. The Police Commission will make recommendations to the <br /> Police Chief and to the Police Auditor for policy and/or investigative <br /> changes. The Police Commission will act as a liaison with the citizens of <br /> Eugene and shall report concerns and suggested changes to the auditor and <br /> the Police Chief. <br /> <br />IV. Intake: any citizen complaint shall be in writing and signed by the complainant. <br /> Anonymous complaints shall not be used to trigger an internal investigation. <br /> <br />V. Intemal Affairs: The City shall fund a minimum of three full-time investigators <br /> for this division. These investigators shall report directly to the Police Chief and <br /> shall work in concert with the auditor and ensure high quality, non-biased <br /> investigations. All investigations will be completed by the Internal Affairs <br /> Division or an outside agency, if so directed by the Chief of Police. <br /> <br /> <br />
