A good investigator will always try and prove an officer acted appropriately. If <br /> they are unable to do so, then the complaint is solid. The second investigator <br /> determines which if any violations of policy occurred. That investigator then <br /> contacts the involved officer and advises him or her of the nature of the <br /> complaint. The officer then has the opportunity to view the investigation, and <br /> contact union representation. A subsequent interview should take place within 48 <br /> hours. Currently, situations occur where the investigator is also the adjudicator. <br /> <br /> · Any complaint against an officer should be investigated quickly and thoroughly. <br /> It is unfair to both the involved officer and the complaining citizen that the <br /> investigation could take months. Outside a criminal complaint, it's reasonable <br /> that an investigation be completed within 30 days, barring any objective rationale <br /> that may delay its completion. <br /> <br /> · The City of Eugene ItRRS department has often times been involved from the <br /> very beginning of an internal investigation. I have found in my twelve or so years <br /> on the Executive Board, that this is the most fi-ustrating part of the process. 9~q'~en <br /> the decision to discipline has been made, the Chief of Police should be able to <br /> contact HRRS who can provide information to assist the Chief in making his final <br /> decision. Once in receipt of that information, the Chief makes his decision based <br /> on what he believes to be fair and appropriate discipline. <br /> <br />I encourage the Conunission to take the time necessary to accomplish this daunting task, <br />however long that is.
