Attachment F <br /> <br />July 21, 2005 <br /> <br />To: City of Eugene Police Commission <br /> City of Eugene City Council <br /> <br />From: Communities United for Better Policing (CUBP) <br /> <br />Subject: Response to the Eugene Police Commission Complaint System and <br /> Civilian Oversight Draft. <br /> <br />Communities United for Better Policing (CUBP) is in conceptual support of the <br />Eugene Police Commission's (EPC) Complaint System and Civilian Oversight <br />recommendations. <br /> <br />CUBP is interested in a complaint system with an External Review Board that <br />creates as much independence from the Eugene Police Department (EPD) as <br />possible. To that end, CUBP is in full support of, but not limited to, the following <br />elements of the recommendations: <br /> <br /> · A charter amendment that gives the City Council the authority to hire an <br /> auditor and appoint an External Review Board both of which are directly <br /> accountable to the City Council. <br /> <br /> · A single intake auditor based system for community members. <br /> <br /> · A dual intake system for internal complaints, where police officers have <br /> the option to contact either the auditor or internal affairs. <br /> <br /> · A five to seven member External Review Board. <br /> <br /> · An External Review Board that reflects the community, but is not <br /> representative of any constituency. <br /> <br />It is CUBP's understanding that not all of the details have not been worked out. <br />For example, CUBP is very interested in developing mechanisms that ensure <br />complaint calls are directed to the auditor's office and tracked. <br /> <br />CUBP plans to remain involved in the development of the final product and in <br />future improvements to the system. <br /> <br /> <br />
