4. PUBLIC HEARING AND ACTION: A Resolution Adopting a Supplemental Budget; Making Appropriations for the Urban Renewal Agency of the City of Eugene for the Fiscal Year Beginning July 1, 2018, and Ending June 30, 2019 City Manager Ruiz introduced the item and explained the purpose of the Supplemental Budget. 1. John Barofsky - called the council's attention to the increase in funding for PDD staff. Council Discussion • There was not enough time to review the agenda materials before the council is asked to take action. • Questions asked about the rationale behind the increase in funding for PDD staff and why, in general, those costs continue to go up. • Questions asked about whether funds between urban renewal districts are transferrable. MOTION AND VOTE: Councilor Clark, seconded by Councilor Taylor, moved to adopt the resolution adopting a Supplemental Budget; making appropriations for the Urban Renewal Agency of the City of Eugene for the fiscal year beginning July 1, 2018, and ending June 30, 2019. PASSED 8:0. Mayor Vinis adjourned the meeting of the Eugene Urban Renewal Agency and reconvened a meeting of the Eugene City Council. S. John Barofsky - said the proposed Supplemental Budget is very large and needs scrutiny. 2. Majeska Seese-Green -supported the inclusion of homeless services in the proposed budget. 3. Michael Gannon -objected to size of budget request with little opportunity for review. Council Discussion • Clarification requested about the late change made to the agenda materials. • Questions asked about the inclusion of funds for homeless services. • Disappointment expressed about the timeline for council approval; more time for review needed. • Questions asked about the proposal to provide for parking at the former City Hall lot, funds for 2021 activities, the funds for Sister Cities, and reappropriated funds for the University Neighborhood Plan. • Questions asked about the SB process in general; suggested earlier communication about proposals. MOTION AND VOTE: Councilor Clark, seconded by Councilor Taylor, moved to adopt a resolution adopting a Supplemental Budget; making appropriations for the City of Eugene for the fiscal year beginning July 1, 2018 and ending June 30, 2019.
