PUBLIC HEARING AND ACTION: A Resolution Adopting a Supplemental Budget; Making <br />Appropriations for the Urban Renewal Agency of the City of Eugene for the Fiscal Year <br />Beginning July 1, 2018, and Ending June 30, 2019 <br />City Manager Ruiz introduced the item and explained the purpose of the Supplemental Budget. <br />1. John Barofsky - called the council's attention to the increase in funding for PDD staff. <br />Council Discussion <br />• There was not enough time to review the agenda materials before the council is asked to take <br />action. <br />• Questions asked about the rationale behind the increase in funding for PDD staff and why, in <br />general, those costs continue to go up. <br />• Questions asked about whether funds between urban renewal districts are transferrable. <br />MOTION AND VOTE: Councilor Clark, seconded by Councilor Taylor, moved to adopt <br />the resolution adopting a Supplemental Budget; making appropriations for the Urban <br />Renewal Agency of the City of Eugene for the fiscal year beginning July 1, 2018, and <br />ending June 30, 2019. PASSED 8:0. <br />Mayor Vinis adjourned the meeting of the Eugene Urban Renewal Agency and reconvened a meeting of <br />the Eugene City Council. <br />S. John Barofsky - said the proposed Supplemental Budget is very large and needs scrutiny. <br />2. Majeska Seese-Green -supported the inclusion of homeless services in the proposed budget. <br />3. Michael Gannon -objected to size of budget request with little opportunity for review. <br />Council Discussion <br />• Clarification requested about the late change made to the agenda materials. <br />• Questions asked about the inclusion of funds for homeless services. <br />• Disappointment expressed about the timeline for council approval; more time for review needed. <br />• Questions asked about the proposal to provide for parking at the former City Hall lot, funds for 2021 <br />activities, the funds for Sister Cities, and reappropriated funds for the University Neighborhood Plan. <br />• Questions asked about the SB process in general; suggested earlier communication about proposals. <br />MOTION AND VOTE: Councilor Clark, seconded by Councilor Taylor, moved to adopt a <br />resolution adopting a Supplemental Budget; making appropriations for the City of <br />Eugene for the fiscal year beginning July 1, 2018 and ending June 30, 2019.
