<br />January 28, 2019, Work Session – Item 3 <br />EUGENE CITY COUNCIL <br />AGENDA ITEM SUMMARY <br /> <br /> Work Session: Parking Update Meeting Date: January 28, 2019 Agenda Item Number: 3 Department: Planning and Development Staff Contact: Jeff Petry <br />www.eugene-or.gov Contact Telephone Number: 541-682-5079 <br /> <br />ISSUE STATEMENT This work session will provide a parking update including a review of the proposed parking fee schedule. <br />BACKGROUND We recently posted Administrative Order 53-19-01 for public comment on a proposal to amend the parking fee schedule. The parking rate increase is important and necessary as it will allow the parking program to continue to address the $10 million in deferred parking garage capital maintenance including replacing elevators, improving lighting and coating the decks as well as continue to support downtown initiatives like the ambassadors, hosted bathrooms, public safety and wayfinding. The rate increase is also an important part of the strategy to help balance the system so there are parking spaces available, both long- and short-term parking, when needed. The downtown parking system is experiencing unprecedented use with garages reaching capacity on a regular basis. The increased use is adding more wear and tear on the structures and could eventually stifle new development and growth. Along with the rate increase, Parking and Transportation are working on innovative solutions to help more people take advantage of all the excellent transportations options available to downtown employees (for example bikeshare, regular bus and EmX service, and enhanced biking facilities). We have kept the parking rates flat over the last five years to assist in the continuing development of our downtown. Now that the parking garages are at capacity we need to continue to make strategic adjustments that support new development and provide access for customers. <br />RELATED CITY POLICIES The City of Eugene has several adopted transportation-related and downtown plans and policies, including the Eugene-Springfield Area Transportation Plan (2002), Climate Recovery Ordinance (2016), the Downtown Plan.
