Prior to permit issuance, a "homeowner" must provide the city with two forms of documentation to verify the applicable occupancy/residency requirement. Acceptable documentation includes voter's registration, driver's license, homeowner's insurance, income tax filing, and/or utility bill. A "homeowner" under subsection (a) of this provision must also provide the city with a copy of the property deed to verify ownership. B.
