Ms. Muir said the work session was a follow-up of the council's June 8 action regarding State Goal 5. <br />Since then, staff had researched the issue and proposed several options for the council's review. She <br />noted the options before the council: <br /> <br /> 1. Implement the June 8, 2005, City Council motion as approved. <br /> 2. Direct the City Manager to review and update the Goal 5 wildlife habitat inventory for the south <br /> hills, after completion of the current Goal 5 work program, using the safe harbor inventory meth- <br /> odology in Oregon Administrative Rule 660-023-0110 in light of new information concerning the <br /> presence of the sensitive species Pileated Woodpecker in substantial areas of the south hills. <br /> 3. Direct the City Manager to add to the Goal 5 inventory, after completion of the current work <br /> program, the remainder of the wildlife habitat areas in the south hills that were proposed to be <br /> included in the inventory by the Planning Commission in 2003. <br /> 4. Amend the June 8, 2005, motion to add the Goal 5 inventory, after completion of the current Goal <br /> 5 program, the remainder of the wildlife habitat areas that were proposed to be included in the <br /> inventory by the Planning Commission in 2003, within the Eugene urban growth boundary. <br /> <br />Ms. Muir noted the City Manager's recommendation for Option 3, because it would allow timely <br />completion of the State-mandated periodic review, allow the City to take a holistic look at natural resource <br />protection throughout the city, and allow the council to place a high priority on what Ms. Muir termed the <br />next phase of Goal 5 in the work program to ensure it was completed. <br /> <br />Ms. Muir noted the alternative motion prepared at the request of Mr. Kelly and indicated that staff <br />believed it would accomplish what was outlined by staff. She called the council's attention to the <br />technical memorandum prepared by Mr. Bj6rklund, attached to the Agenda Item Summary. <br /> <br />Ms. Muir introduced Margarete Nabata of the Oregon Department of Land Conservation and Develop- <br />ment (DLCD), who was present to hear the discussion. <br /> <br /> Mr. Poling, seconded by Ms. Solomon, moved to direct the City Manager to complete the <br /> current Goal 5 periodic review work task per the tentative schedule outlined in the <br /> Agenda Item Summary; in the work program to be discussed at the council's joint meeting <br /> with the Planning Commission on July 27, include as a high-priority item the amending of <br /> the Goal 5 inventory to apply the standard inventory process to those wildlife habitat in- <br /> ventory areas in the south hills to which the Safe Harbor inventory provisions were ap- <br /> plied in 2003; also include as a high-priority item the completion of the Goal 5 ESEE <br /> (Economic Social Environmental Energy analysis) processes for those areas; determine if <br /> outside resources are needed as part of this work and determine or recommend a funding <br /> mechanism to complete the work in a timely manner. <br /> <br />Responding to a question from Mayor Piercy about whether the council could move from the Safe Harbor <br />to the standard approach for a particular habitat type, Mr. Bj6rklund said the question had been raised in <br />the past. When the council adopted the existing inventory in 2003, it had applied the Safe Harbor <br />provisions to some upland wildlife habitat sites, and the standard inventory provisions to the remainder. <br />That occurred with the agreement and cooperation of LCDC staff. The inventory was acknowledged as <br />being consistent with the rules.
