Memorandum Date: January 31, 2019 To: Mayor and City Council, EWEB Board of Commissioners From: Ethan Nelson, Intergovernmental Relations Manager <br />Subject: Climate Action Plan 2.0 Project Summary In 2016, the Eugene City Council updated the Climate Recovery Ordinance (CRO) to include targets and benchmarks for reaching the 2014 CRO adopted goals; the key community-wide goals and milestones include: by 2030, reduce fossil fuel use from 2010 levels by 50%, with 2.5% annual reduction; and by 2100, total community greenhouse gas emissions (ghgs) equate 350 parts-per-million level, with 7.6% annual reduction. Completed in 2010, the Community Climate and Energy Action Plan (CEAP) has guided a number of City, community-based, and local partner agency efforts over the past seven years. As part of the direction from City Council in 2016, the City identified updating the CEAP as an organizational priority in 2018. The focus of the Community Climate Action Plan update (CAP2.0) is to continue to foster the actions of the City, as well as our community’s agencies, companies and organizations, in moving toward carbon neutrality, reduced fossil fuel use, and adapting to climate change. The current project process is predicated on leveraging three separate elements to produce an action plan that is attainable and realistic. <br />CAP2.0 Commitment The CAP2.0 was developed in collaboration with the Mayor’s Ad Hoc Committee and was presented to City Council on November 22, 2017. The CAP2.0 is based on the following three foundational commitments: 1.Triple Bottom Line Lens (TBL): The TBL serves as a link to the Eugene City Council’s goalsand vision for a healthy and vibrant community by balancing all three elements of equity,environment, and economy to understand the interplay of each, the impacts to community,and the long-term opportunities for social change, community investment, andenvironmental health.2.Strategic Doing: The goal behind this principle is to produce an actionable plan withwidespread community partner commitment. The CAP2.0 focuses on engagement withLarge-Lever Shareholders (LLS) – organizations in Eugene that have significant oversight andimpact on community-wide fossil fuel use and ghgs or have the ability to affect or altersystems that will enable the community to adapt and prepare for climate change.
