Written Statement for Annexation SSW Job #18-7587 Page 4 of 6 <br />consistent with the Metro Plan, and applicable plans and policies; however, existing agricultural <br />zoning may be continued within the area between the city limits and UGB until rezoned for <br />urban uses. The current Metro Plan land use designation applicable to the subject property is <br />“Low Density Residential”. The River Road – Santa Clara Urban Facilities Plan (RR/SC UFP) <br />is the adopted refinement plan for the subject property and also designates the area for “Low <br />Density Residential” use. The subject property is currently zoned Agricultural (AG) with Water <br />Resource Conservation (/WR) and Urbanizable Land (/UL) overlay zoning. The /UL overlay <br />zoning will automatically be removed from the subject property following annexation approval, <br />however the Agricultural (AG) base zoning shall remain pursuant to Metro Plan Policy A.2, the <br />provisions at EC 9.7820(3), as well as Policy 2 at Section 4.2 (Urban/Agricultural Fringe Areas) <br />of the “Environmental Design” element of the RR/SC UFP which states that in the event of <br />annexation or incorporation, agricultural zoning shall be maintained on land to which it is <br />currently applied until the property is needed for urban levels of development. <br /> <br />In regards to other applicable policies of the RR/SC UFP, the subject property is not located <br />within any of the defined subareas thereof. Further, none of the general “Residential Land Use <br />Policies” at Section 2.2 are directly applicable to the proposed annexation of the subject <br />property. The “Public Facilities and Services” element policies of the RR/SC UFP are directed <br />at local government; however, the premise of these policies (regarding the provision of urban <br />services) is the assumption that property within the UGB will be annexed. Therefore, the RR/SC <br />UFP in general supports the annexation, urbanization, and provision of urban facilities and <br />services to properties within its boundaries. <br /> <br />In consideration of the above, as well as relevant portions of the statements below addressing EC <br />9.7825 Annexation – Approval Criteria (3), the proposed annexation is consistent with applicable <br />policies in the Metro Plan and applicable refinement plans and therefore satisfies EC 9.7825 <br />Annexation – Approval Criteria (2). <br /> <br />9.7825 Annexation – Approval Criteria. (continued) <br /> <br />(3) The proposed annexation will result in a boundary in which the minimum level <br />of key urban facilities and services, as defined in the Metro Plan, can be <br />provided in an orderly, efficient, and timely manner. <br /> <br />The Metro Plan defines the “Minimum Level” of “key urban facilities and services” as including: <br /> <br />“…wastewater service, stormwater service, transportation, solid waste <br />management, water service, fire and emergency medical services, police <br />protection, city-wide parks and recreation programs, electric service, <br />land use controls, communication facilities, and public schools.” <br /> <br />Wastewater Service: City of Eugene / Metropolitan Wastewater Management Commission <br />wastewater service is available to the subject property via existing 8” public wastewater mains <br />located within the adjacent portions of Dibblee Lane and Grizzly Avenue. <br /> <br />Stormwater Service: Stormwater service is available to the subject property via an existing 24” <br />public stormwater line running west to east through the subject property.
