SOUND BA~IER WALL ALONG THE NORTH SIDE OF I-I05 FROM <br /> GARDEN WAY TO 200 RET WEST OF RUSTIC PLACE (JOB # 3558) <br /> (CO~RACT #2002-528) <br /> <br />BACKGROUND <br /> <br />This project was initiated by petition of concerned area prope~ owners. The project had <br />wide~pr~ad support and the P}titioners Obtained commii~e~ts ~rom Lane County for 25% of the <br />cost & the pro}~ct and the C}ty of Eugene for 12.5% of the cost of the projeCt~ The city of <br />Eugene po~io~ was funded i~ the I~8 Capital Improvement Program (C}P). The balance of the <br />cost is borne by the Oregon Department of Transportation (ODOT) (50%) and by assessments of <br />prope~ owne}s within the improvement district (12.5%). <br /> <br /> n the early 1990s the C~ty formed an LID to cons~ct a sound barrier wall on the south side of <br />Belfl~ne Road The citizens~ involve e t <br /> ~. . m n and assessment process for th~s prqject followed that <br />~eartier projecL The Oregon Depa~ent of Trm~sportafion participates in t~e retrofit of sound <br />Da~er walls where local interest and participation are sufficient ~o pay 50% of the cost. <br />Intergovernmental agreements were signed, }fipulafing the dollar c¢}s~ associated with the <br />project. C%ts of anj overruns have b~n b~)rn& by OI~OT. <br /> <br />The City Council formed the Local Improvement District (LID) on June 12, 20(~. The project <br />has heeh completed, and final assessm&nt costs have been Calcfilated. The property owners were <br />notified of the pending assessment heating ten (10) days prior to the hearing as required by <br />Municipal cod~. <br /> <br />CORRESPONDENCE <br /> <br />Since the mailing of the Notice of Proposed Assessments, city sta£f have been contacted by ten <br />(I0) property owners. The majority of the concerns and questions were about the noise from the <br />fred~ay. Mtst of the owners ~re V~ry disappointed with the apparent lack of effective noise <br />reducti}m by the wall. Perceived souhd le~is are subjective, ~d some property owners have <br />expressed t~e sentiment that the wall has done nothing or in some case~ m~de ~he sound louder. <br /> <br />ODOT staff is satisfied that the wall performs as well or better than they had predicted. The <br />ODOT acoustical engineer responsible for the project visited the site a~d tool~ measurements at <br />ear level and on a 2fi-foot boo~ that extended ~)v~r the Wall.
