The five proposed options represent <br />a range of investment levels based <br />on community feedback and findings <br />from the Alternatives Analysis. The <br />lowest level investment package <br />(considering both capital and operating <br />costs) is an all Enhanced Corridor <br />package followed by three increasing <br />investment levels in packages A, B, <br />and C. The highest level investment <br />package is an all EmX package <br />(except MLK, Jr., where EmX was not <br />considered).
