MovingAhead 2018 Outreach Summary 44 <br />• River Road pedestrian crossings are needed – use red flashing crossings <br />• BAT Lanes are working well on 6th and 7th <br /> <br />Schools and Youth Listening Session <br />This group focused on understanding the transportation needs of school children and their families, <br />along with school staff. Attendees included three Safe Routes to Schools coordinators, one school <br />principal and one student. <br />Evaluation Criteria: <br />• Bike and Pedestrian Access and Safety (most important)– set precedence in Eugene for other <br />communities <br />• Investment in Corridors with Disadvantaged Populations – however mitigate possible gentrification. <br />There is a connection between walking and biking and disadvantaged populations, therefore this <br />criterion was tied as most important with Bike and Ped Access and Safety. <br />• Travel Time Savings/Frequency (second most important) – Need to provide service for after school <br />events. Many use transit to get to LCC. <br />• Ridership Increase – to get more cars off the road/less vehicle trips <br />• Cost – both capital and operating costs are important. Need to consider if we can afford it once it’s <br />built. <br />• Parking is the least important criteria (to some), others felt parking was important downtown. <br />Consider mitigating if possible by providing park and ride facilities (near Highway 99). <br />• Potential Property Displacements – this criteria was noted as important, but no specific comments <br />were provided about it. <br />• Existing Jobs and population Served – this criteria was noted as important, but no specific comments <br />were provided about it. <br />• Trees – this criteria was noted as lower in priority because trees will be replaced <br /> <br />Investment Options: <br />• Highway 99 – EmX level of service <br />• Highway 99 is a feeder to Bethel <br />• Coburg and River Road – high level of bike and pedestrian investments; but Enhanced Corridor may <br />be more appropriate for both <br />• MLK Jr. Blvd serves Chase Village and other housing, plus Centennial School and U of O Students <br />(housing) <br />• 30th to LCC connection is important for students (club soccer, etc.) <br />• Consider the perception within the community if there is a high level of investment in the southern <br />end of the community vs. the northern side of the community (i.e. 30th to LCC vs. River Road or <br />Highway 99). <br />• River Road may be more appropriate for EmX due to being able to serve more residents <br />• Construction on Coburg Road will be challenging due to congestion <br /> <br />February 19, 2019, Work Session - Item 1
