Tl~e question before the Council Wiil be the question of whether tf~e <br />residents shO~ld b~ assessed ~br ~&e work that has already been done. <br /> <br />The ~ouncil has heard from a widespread and representative group of indbddual concerning the <br />City s assessment policy. In response t° those remarks the C~unciI has chosen to narrow tt~e type <br />of ~'nprovements t~at Will be assessed to property owners and the Council has chosen to reduce <br />the ~ounts to be aSsessed. This is the s~cond street improvement project to be completed under <br />the new polices. The new policies not only reduce the amounts of assessments, they give some <br />residents increased opportunities to avoid or defer the payment of the assessments. <br /> <br />SettLng aside questions aborn the design choices and how they were implemented, and looking <br />only a~ the sin~pler issue of whether a~ improvement was maple from w~ich the residents of tt~e <br />Local Improvement District derive a benefit, the recommendation is easier to make~ The <br />improvements were made under an assessment policy set forth in the Eugene code, and they were <br />m~de pursuant to that process.
