MINUTES <br />Eugene City Council <br />Harris Hall, 125 East 8th Avenue <br />Eugene, Oregon 97401 <br />January 9, 2019 <br />12:00 p.m. <br />Councilors Present: Emily Semple, Jennifer Yeh, Claire Syrett, Greg Evan (via phone), Mike Clark. <br />Chris Pryor, Betty Taylor <br />Councilors Absent: Alan Zelenka <br />Mayor Vinis opened the January 9, 2019, Work Session of the Eugene City Council. <br />1. WORK SESSION: Municipal Court Presiding Judge <br />Human Resources Director Keri Beraldo provided information about the recruitment process <br />and council options relating to the employment of future presiding judges. <br />Council Discussion <br />• Support expressed for keeping the delineation of the council's three employees as clear as <br />possible; consulting with current and past judges to determine the best course going forward. <br />• Preference stated for pursuing a salaried model, rather than contracted employee; forming a <br />subcommittee to consider anticipated workload, salary range, position posting and hiring <br />process. <br />• This vacancy offers a timely opportunity for council to review the code sections related to the <br />municipal court judge. <br />• Support expressed for involvement of entire council in discussing parameters, qualifications, <br />and process. <br />• Questions asked about the cost impacts of transitioning to a salaried model. <br />• Solicitation of Judge Allen's input would be useful. <br />2.
