This is the same alignment that was selected in a <br /> 1990 Final Environmental Impact Statement. <br />The CiW of Eugene and Lane County, in coordination with the amgen Department ofl[¥ansportation <br />(OD©T) and affected federal and state agencies, now are considering shifting the alignment <br />northward from the ApprOved Design~ primarily to reduce biological impactsfi The new alignment is <br />the Modified Project. Because the rural area affected by the Modified Project has not previously been <br />approved for this Wpe of use, a new goal exception is required to allow this facility at that location. <br />However, the Modified Project would not amend or modify project need~ mode~ and functional <br />classification as ~dentified in the acknowledged Lane County and City of Eugene comprehensive <br />plans~ <br /> <br />While this memorandum provides inibrmation and explanation necessary to support goal exceptions~ <br />k is not itself the "exception" required by OAR 660~012~0070. Under ORS 197.732(8), an exception <br />is a comprehensive plan prov~Sion, including an amendment to an acknowledged comprehensive plan. <br />To satisfy applicable TPR requirements, Lane County and/or the Cky of Eugene would need to <br />follow their local comprehensive plan amendment processes and amend their plans to incorporate the <br />goal exceptions discussed herein. <br /> <br /> Background <br /> The West Eugene Parkway has a long history~ As explained in the West Eugene ?arkway <br /> Su~v~lemental Needs Analysis (September 1994) ~"~ <br /> ~ up~iemenmlNeedsAnalysis'),theconceptofan <br /> east~west thoroughfare through West Eugene dates back to at least 1951, when a Franklin Boulevard <br /> connector to Highway I26 at Green H~ll Road was contemplamd. Cky of Eugene comprehensive <br /> plans adopted ~n 1959 (1959 Development Plan)~ t 972 (i 990 Plan) and 1987 (Eugene~Spfingfield <br /> Metropolkan Area Comprehensive Plan) all ~ncluded an east~west l~mked access fac~liBy through the <br /> area of West Eugene~ <br /> <br /> The h~sto~ of these plans and the development of the West Eugene P~kway (WEP) project <br /> described in abundant de~l ~n the Su~[emen~a~ Needx Anal ~is an ' <br /> Re~ort (June 1997), theSu leto ; ..,;~ ~ ~ Cmthe WEP ~nd ~e Te&nical <br /> ~P ental Drqfl Environmental Impact Statement (SDEIS) (August <br /> 1997), and the Alternatives Considered~IYEp Technical Memorandum (October 1999) <br /> t mr ernat~ves g~emorandum'). As described in the SDZTS <br />beginning at page 2. l~ the Approved Design is an approximately 5.5-m~le extension of the 6th and 7th <br />Avenue Couplet. It ~s a four l~e, limked access hc~l~W wkh shouldem~ke lanes. The western <br />po~iOn of the Approved Design extends wesm, ard from Beltl[ne H~ghway beyond Eugene,s cky <br />l~mits ~d/he Eugeae~Spfingfield Urban Graph Bounda~ (UGB) at Green Hill Road to a point west <br />of the intersection of Highway 126 and Gable Lane near Oak H~ll (see F~gure 1). From Beltl~ne <br />H~ghwa% the a!~gnment crosses Danebo Avenue, then sh~ffs raw,ds the Cen~al Oregon and Pacific <br />railroad tracks, head~ng west to the south of those ~acks to Green Hill Road.
